East Skokie Drainage District
Regulations

The areas served by the East Skokie Drainage District are subjected to the regulations of the Lake County Stormwater Development Ordinance (commonly referred to as the WDO).  Details or any questions concerning the WDO can often be addressed by the Engineering Department of the municipality where property is located, as most municipalities are County certified communities for purposes of enforcement of the WDO.

Federal/State Regulations

In 1972, the United States Environmental Protection Agency (US EPA) instituted a National Pollutant Discharge Elimination System program (NPDES), to regulate point source pollutants that discharge into the receiving waters of the United States. In accordance with this program and the Clean Water Act, the East Skokie Drainage District operates under an NPDES permit issued by the Illinois Environmental Protection Agency (IEPA). The permit outlines a schedule of monitoring requirements, best management practices and conditions designed to promote the reduction of pollutants in stormwater. The following materials provide current information concerning the District’s efforts to monitor and reduce pollutants within the stormwater drainage system operated and maintained by the District.
